If they release it into the ocean, then he's just going to die because he hasn't been taught the proper way to hunt. He'd die from starvation because he would just be expecting people to feed him. According to people at my school (I live in Florida, about an hour away from SeaWorld), he thought that her ponytail was a fish because she'd been feeding him, since the whales' eyesight aren't that good. So with that logic, he snapped at it and ended up dragging her into the water because she was fighting back.
