I think if you're giving a character background, you shouldn't give too much away. Then you already know the character too well, and it makes the story less exciting. I actually say don't post the character background. When you buy a novel, it doesn't come with a little packet or pages in the front giving information away about the character. Right?
Same goes with the pictures. Don't use them. I think it's alright to use a picture of your main character as part of the banner. Like some covers of books are. But some people post links to pictures of what the character is wearing in each chapter or everytime they change and such. You don't see that in novels either. Show the readers through your writing what the character is wearing. Leave a little bit more for the imagination.( :
But I do agree that if you're going to use a picture off the internet, ask permission.
