Idea whoring, and I can use this for my own story I intend to write eventually.
She could have originated from that magical world, the crap hit the fan, then some sort of teleporting thing (could be a portal that opened up or what, you decide) and all this happens when she is really young. Like, say, 3-4, since she'd be too young to remember anything from it.
She has powers, or whatever, BUT they become dormant inside her, since the... ack. No idea on that one. Make up any excuse you want. Her powers become dormant when she comes to earth (or whatever it is she's from) and then awaken when she's back where she belongs.
And then another event resulting in her coming back to the magic world (stressful situation (being attacked by bad guys, perhaps) making her unknowingly tap into her powers, anyone?)
