I honestly think the only solution is to gather evidence and gain custody of Max. :/ It's unfortunate, but neither of his parents seem to care about him at all.

First of all, your nephew is adorable! I want to squish his cheeks. Now, after reading this post, woah. That is a lot of stuff to process. I have a niece, so I can understand the love you have for Max.
One thing that struck me was that you said you lost your sister as a friend. That's great that you were FRIENDS at one point. I don't think I ever had that with my siblings. Maybe that could be a starting point? I know it feels unfair to be the one to try to repair things when it's not your fault, but from what I've read, you seem to be the only sane one there who is capable of action at the same time.
So... try to go back to the time when you and your sister were friends, and then try to bring that to your sister. When you're friends again, it'll be easier to talk to her. I know, it's easier said than done, but trying is better than nothing, right?
