I'm sorry, but I don't really feel like he likes you at all. He doesn't really respond to you much or give any sort of indication that he likes you, except for the looking at you thing, but people can look at other people but not like the other person. I check out people all the time but it's not like I'm romantically interested in them, you know?
If you want to know whether he likes you, just be upfront with him and tell him you like him (I feel like it's more awkward if you ask him whether he likes you and he says no). If he says no, then that sucks but now you can move on and not focus on him, and if he does, then good for you :)
