I see a comment swap blog every couple of days, sometimes more, sometimes less. I think they can work if you're willing to read anything and you're not asking someone to read 40000 words. It's hit and miss, I guess. I can't remember how the last comment swap went that I did.
Being active helps to promote your stories. If you show your face around the blogs and the forums, more people start to find you familiar, then interesting, and eventually people will click on your profile and check out what you write.
It can also depend a lot on what you write. I like to write a lot about Placebo and they're not very popular here. I get a few reads and reccs but very minimal comments/subs. However, when I used to write a lot about MCR, those stories usually always got at least one comment per chapter.
So yeah. It depends. But you could always try a comment swap :)
