You could always try using google translate for latin though the translation won't exact but still. And as for creating your world, Chaotic Shiny has some generators that might give you some inspiration, but really, you should think about what kind of laws and people exist in the witch(es)'s home world/dimension (or w/e) and see how the laws might work (or not work) in the mortal world (like would the amount of iron or whatever most magical beings are "weak" to weaken the witches' powers here in our world?). Would they have to use pentagrams or something similar to channel their powers unlike how freely they might be able to use their powers in their home world? World building also kinda stems from developing your characters too.
