Free photo editors

I'm just wondering if anyone knows of any good free photo editing programs. I have a few pictures i want to edit but i don't have a photo editing program. I used to use one but i dont know remember what it was. I've been trying to find done but i can't find a good one. Does anyone have a good free program that they could tell me about please? It would really help me out because i'm starting to get really frustrated. All i remember is that you could download the program in either french or in english. And on the home page of the site there was a picture of a tiger. But any good editing program would be much appreciated.
