How Do You Rate Stories???

Hi,

Ok, so I know I sound like a newbie, but how do you rate stories??? I've always wanted to, but never figured out how.

I used to think it went by comments, but the other day I saw a story with 11 comments and I think 10 stars(or however many you can have)..

Please help!
