I am Confused

Okay so I'm confused as to why people are putting V's before their post.
Did I miss something?

I also didn't understand why some people were righting heir date like: 16-2-10

so It's like Military, but all numbers.

Anyway, I just wanted to know if anyone could clarify this for me.
