Help, Help, Help!

I made a new story called He's No Romeo, So Why Am I His Juliet? and I'm working on the second chapter. But before I completely finish it I want to make a back round... but I can't get it to turn out the way I want to.

How do I make the picture above the story and chapter title? I just can't figure it out!

Or if you can't explain it can you make one for me? Is that even possible?

I feel like such an idiot. I've seen stories with people who did it the way I want it done, but I just can't seem to do it myself.

Please help me!
