Well, it says please read before posting. Which implies that before you post, you need to read the rules for the fact that valuable information is in it.

- You simply report a post in it and say simply that the RP kind of died and you want it deleted. It'll then be locked & deleted.
I've never actually seen that happen, but wow, that's rather shocking. It's always seemed to have a been a common courtesy kind of thing on the site not to use someone's character/icons without asking for permission. If people have that problem I'd suggest saying something to them first and politely asking them if they'd not use your character (or parts of it), and then if it's still a problem find administrator help. I know for a fact that it's against the rules to copy someone's thread without permission, so I definitely agree that there should be a rule against plagiarizing a character as well.

I have dealt with the people I roleplay with having their characters stolen MULTIPLE times and absolutely nothing has been done to remedy or make any sort of punishments for that. Isn't this a creative writing site? Where is the creativity in that if others will just pick and steal what they want of your character(and their icons) and leave you feeling robbed?
This has made me very afraid of posting anything for fear that someone will blatantly steal any of my characters. Something needs to be done about this.
As of recently, a friend of mine and myself has seen this (moreso blantly taking images, models and, though rarely, plotlines) happen more and more. We have had pictures, gifs, taken from our roleplays and have often spoken about how, not only rude it is, but how much it puts us off of mibba, how we've often thought of different places to roleplay because we are simply tired of seeing, and having this happen to us. We wholeheartedly believe that something needs to happen, some sort of rule put down (and punishment if the said rule is broken) to try to stop this. Like you have said above, this is a creative writing site, those on here should be creative and not just poke around threads and take images, models and plotlines (again, plotlines are rarely taken, but I have seen it happen).

I think, perhaps, there should be a rule of not your icon, don't take it, unless the maker of said icon allows it.

- Speaking of images being taken, I've had one or two cases in the past (as in like, a year ago or whatever) of making icons for specific RP characters, and having them used by other users. As in the link went straight back to my photobucket, which is private, so they must have gotten the source url from one of my posts. Personally it didn't bother me, unless its was an open RP, and I was going to use that exact icon of that exact model.
I could fully understand why people would get annoyed with situations like that. I think something should maybe be put in place for incidents like that, even if its just enforcing a crediting/asking permission type of rule.
