I use
pixlr, which has a few different options:
pixlr editor which is like an online photoshop (uses layers, more range and freedom in how you can play with your photos, although hasn't got quite as many options) and
pixlr express (which is more like adding filters, and can also "autofix" your photos in terms of colour, lighting, etc.). I find express easier when I just want to do quick touch ups, and if I want to use the editor, I change to photoshop.
I think this is what you're looking for, if not, then sorry, I don't know what you mean.
