    Amanda sighed softly, the thick document weighing heavy in her hands. At first, she had adamantly refused to sign it. She didn’t need the gang being regulated and controlled like a pack of farm animals. So Tony told her to think it over, but he really hoped that she would sign it. Not only for the sake of the group, but for her own sake. Amanda sat at the table long after everyone had left and gone to bed, reading thoroughly over the proposal and listening to everyone’s words play back in her head. She clicked and unclicked the pen for about half an hour until finally putting the pen to the pad and signing her full name—Amanda Elizabeth Coulson. Amanda put the pen down and got up from her spot at the table, shuffling out of the conference room. To say she was tired would have been the understatement of the century.

    Every bone in Steve's body told him not to sign the contract - and a contract is exactly what it was, basically stripping the Avengers of their freedom, blatantly stating that the government would be there to regulate them and the Avengers would be at their beck and call. Steve had never been one to put his trust in big government ; it was the right of the people to be able to govern themselves, and just because the Avengers happened to have special abilities or incredible technology or where perhaps from somewhere other than Earth, suddenly those rights were being taken away. Everything about it gave Steve a bad feeling - how many lives would be lost because the government's own interests might not line up with the interests of the people?

    The only reason that Steve was even bothering to look the whole thing over was because Tony seemed desperate. It was difficult to not hold yourself responsible for lives lost, Steve knew that better than most, but he knew there was no use in blaming yourself for deaths especially when you managed to save many more lives. Tony didn't seem to feel the same way.

    It was late, Steve knew, but he hadn't bothered to check the clock as he left the living room and headed toward the conference room. He had already read most of it, but had nearly fallen asleep more than once while doing so; maybe if he sat at the table in the conference room he'd be able to focus better. As he turned into the conference room, he just about ran into someone heading the other way: Amanda. She looked as though she hadn't slept in awhile and Steve guessed that it had something to do with all of the conflict over the agreement.

    "Hey," he offered her a small smile, "Headed to bed?"

    Amanda was snapped out of her half asleep state when she heard a familiar force. The corners of her mouth turned up the slightest bit and she ran a hand through her already tousled hair. "Yeah, finally. Can't avoid sleep forever." She shrugged, biting her bottom lip. More often than not and for obvious reasons, Amanda had trouble sleeping through the night. She and Wanda usually ended up on the couch, eating ice cream and telling stories of their lost loved ones.

    She knew that Steve would see her name signed on the proposal. And she knew that he'd be disappointed. But Amanda had her reasons. She couldn't-- no, she wouldn't-- lose any more people that she loved. Seeing her father die, holding his hand as he took his very last breath...it changed her. The young blonde couldn't go through that heartache anymore.

    "You try and do the same soon, okay?"

    [Sorry this took so long! Just finished up the rest of my finals yesterday!]

    It didn't take much deduction for Steve to realize what Amanda had been doing in the conference room - likely the same things that he'd been doing for hours, going back and forth about the contract. Steve wanted to ask if Amanda had signed it, but he'd find out soon enough. He wasn't entirely sure how he would feel if he saw her name at the bottom of the agreement.

    "I don't know that I'll be able to sleep with everything that's been going on," Steve replied, folding his arms across his chest and leaning against the wall, "And the decision that we all have to make." Perhaps it wasn't very subtle, but it was Steve's way of asking what decision Amanda had made in the end. He genuinely hoped it was the right one - as for which choice was the 'right' one, there was no doubt in Steve's mind. If everyone signed this contract, their lives would change forever and not in a good way. Maybe to Tony and some of the others it seemed like the only way to move forward and be held accountable for their actions, but Steve knew otherwise. Being regulated by the government wasn't the way to change things.

    "Hopefully the decision hasn't been too hard on you," Steve said, knowing that it had, of course, been hard on them all. The team had all felt the pressure, and their friendships had felt it most of all.

    Amanda bit her bottom lip, knowing that she would be facing the argument to end all arguments when Steve saw her name at the bottom of the list. Everyone else, she could handle when they got mad at her. But Steve, for whatever reason... she couldn't handle when he got mad at her. She turned into a pile of tears the second his voice got stern. "It was kinda hard...but I feel like I made the best decision for me." She whispered, running a hand through her blonde locks. Amanda reached out to put a hand on Steve's shoulder, giving it a soft squeeze. "I'm gonna hit the hay... night, Steve." She whispered, turning on her heel and walking down the hall to her bedroom.

    Something about Amanda's response gave Steve a bad feeling - he knew that everyone should get the choice and he couldn't very well decide for them all, but their choices had an impact on his future. On the future of the Avengers, and of all people with special abilities. It wasn't going to stop at simply regulating the Avengers, and that was part of what gave Steve such a bad feeling about the whole thing.

    "Yeah...that's probably a good idea," Steve replied when she mentioned going to sleep again, "Good night, Amanda." He watched her walk away, suddenly dreading going into the conference room and possibly seeing her name on the contract. He knew he would have to at some point or another, though, so he forced himself to push through the door and walk over to the table.

    Sure enough, on the last page that left room for their signatures, there was Amanda's name scrawled in her handwriting. For a brief moment, Steve felt a twinge of betrayal, though he knew that this was a selfish feeling. He also realized now that there was no way he was ever signing that document. If he was disappointed when he saw the names of his friends there, how could he possibly handle seeing his own name there?

    Amanda lay in bed, staring at the television. She lay in bed but wasn't able to fall asleep. The blonde knew by now that Steve had to have seen her name at the end of the document. To be honest, Amanda was starting to have second thoughts about signing the proposal. But she knew she had to. She'd been there that day, when her father had been killed. Amanda'd held his god damn hand as he took his last breath. That was all she saw when she closed her eyes-- and Amanda would be damned if she had to witness any of her friends (or anyone else she loved) die, knowing that it might have been stopped if she signed the proposal. A cough left Amanda's lips as she flipped through the channels, praying that sleep would come easy that night.

    The consequences of the contract were the only things occupying Steve's mind, which made it difficult to sleep. If that was the direction that the Avengers were heading in, maybe he wouldn't be an Avenger anymore. He couldn't live at the beck and call of the government, not after everything that the Avengers had been through. It had a lot of implications: if he wasn't an Avenger, he would be operating outside of the law. They'd brand him a criminal.

    Steve left the conference room and headed toward his bedroom, falling onto his mattress almost immediately. He wasn't entirely sure if sleep would come, but eventually he forced himself into an uneasy sleep for the night. He woke up sporadically, in the midst of dreams that felt all too real.

    When the sun finally began rising, Steve was already out of bed after roughly three hours of actual sleep. He had to clear his mind, heading toward the kitchen for a glass of water before starting his run. Running was always a good way to get out of his own head, though Steve suspected that it would take a bit more than exercise to get his mind off of the agreement.

    Amanda was already in the kitchen, staring down at her half eaten pop-tart. She looked up at Steve when he entered, waggling her fingers slightly in greeting. "Hey," she mumbled, running a hand through her hair. "Get any sleep?" Amanda bit her lip, knowing the subject of the agreement would come up sooner or later. "Vision tried making French toast. It was....interesting, to say the least." The young woman whispered.

    Steve wasn't exactly surprised to see Amanda already awake, but he wasn't excited at the prospect of discussing the agreement with her. It wasn't a topic that they could avoid forever, Steve knew, but he was worried where the conversation would lead them - and the ultimate consequences that it would have. Steve managed a small smile in response to her question. "Hardly," he told her, guessing that it was likely the same case for Amanda, otherwise she might still be in bed, "And in that case, I think I'll just stick with coffee." He headed over to the coffee pot, seeing that someone had already started a brew, which Steve helped himself to.

    The air between them was quiet for a few moments, which just made it more difficult for Steve to approach the subject. He couldn't ignore it, though. He had to know.

    "Can I just ask why?" Steve began after he set the coffee pot back in place, his back to Amanda as he stared down at his mug. There was no need for elaboration - she would know what he was referring to. Why had she signed the agreement? What made her think that it was the right answer? The list went on, and Steve couldn't begin to understand.

    Amanda sighed softly, tears already pricking the back of her eyes. She knew they couldn't avoid the morbidly obese elephant in the room forever, and she'd have to answer to Steve. "My father." The blonde whispered, staring down at the counter, balling one of her hands into a fist to keep from bursting into tears. "I was in the room when he died, Steve. I held his hand as he took his last breath. That's all I see when I close my eyes anymore. I can't lose any more people that I love. I refuse to. That's why I signed. If I didn't, and something happened to one of you, and me signing the proposal would have been able to stop it and I didn't," Amanda hiccuped, wiping her eyes with the back of her hand. "I wouldn't have been able to forgive myself. "

    Steve was already somewhat sorry that he had even brought the subject up so early in the morning - not that any other time of day would have made the conversation any easier, but perhaps they could have pretended for awhile that the agreement didn't exist. He understood where Amanda was coming from and knew the pain of losing someone you cared about, but signing the agreement wasn't going to make things better. "I know it seems like a solution," Steve told Amanda softly, finally turning away from the cupboards to look at her, "but think of how many people won't be saved because of this. Do you think the government is going to send us to help people who really need it? Or do you think they're going to send us to wherever serves their best interests?" The tone of his voice had become fiercer without him realizing it, and he fought to keep his voice level. He didn't want to create a full-blown argument.

    Amanda looked up, eyes flashing with a mix of anger and sadness. She didn't like being scolded by Steve, it made her feel like a child again. "I'm twenty seven, please don't talk to me like I'm a child." She spoke calmly, taking a deep breath. "The government wouldn't send us in willy nilly, knowing how closely they're going to be watched after this goes through. Do you think they want a scandal, much less one involving the Avengers on their hands? And don't even mention Thor, he's literal galaxies away right now and the United States government is probably the last thing on his mind." Amanda knew Steve much better than he thought, and to be honest she'd thought of the same thing while debating on whether or not to sign the agreement. "It's going to not only protect us, but others. Innocent others. People like Pietro." Amanda whispered that last sentence, just in case Wanda was waking up.

    Although Steve hadn't meant to be condescending, he realized that perhaps it had ended up sounding that way. It was all the same things that he had said to Tony when the agreement had first been brought up. Steve simply couldn't see any benefits to this agreement - it was basically just a leash for the Avengers. "I just want you to consider the other side. What I'm saying is that we can't expect that the government is always going to make the right decisions," Steve told her, trying to refrain from raising his voice since it was still rather earlier. Beyond that, he didn't want to fight with Amanda or any of the others, but it wasn't likely that the situation would end completely peacefully. He wished that she hadn't brought up Pietro - Steve didn't need to be reminded of the people that he didn't save, especially ones so close to the group. "Yes, people have died. And I never forget that," Steve said, "but how many more would have died if we hadn't been there?"

    Amanda sucked in a breath and exhaled gently, rubbing her temples to try and stem the migraine that was beginning. "How many innocent people have to die, Steve?" She spoke, almost to herself. "How many innocent people have to die because of us trying to save the world? I refuse to have any more blood on my hands. On anybody's hands." The petite blonde got up from her seat, still clutching her coffee mug. "And if this metaphorical leash will keep it from happening, then that's what we have to do. The needs of the many outweigh the needs of the few."

    There was no way that Steve was going to convince Amanda, just like there was no way he would convince Tony or any of the others who had chosen to sign the agreement. For Steve, it wasn't just about being able to make his own choices - it was about saving as many people as possible, and he simply didn't see this contract the way that Amanda or Tony did. He thought it would fulfill the opposite of its goal and people would die because the government was either too slow to react or found it went against their best interest. Steve couldn't understand how Amanda put such faith in the government, but he didn't want to continue arguing when he knew that nothing would change.

    "Well I guess we'll have to wait and see if this agreement actually does what it intends to do," Steve stared intently in Amanda's direction, "but I'm not going to hold my breath. And I can't change what I believe, and just sign because everyone expects me to." Steve had always been true to his own beliefs and feelings, and that wasn't going to change anytime soon.

    He hadn't even taken a sip of his coffee yet, but he set the mug down on the counter and made a move to leave the kitchen. "I'm going to go for a run," Steve paused in the doorway to say this, looking at Amanda from his peripheral vision, "Maybe it'll clear my head a little." He left the kitchen then and headed outside. The crisp morning air greeted him and he could already feel himself cooling down as he began running.
