The more the technology developed, the stupider the people got. Frank was aware of it and he was smart enough to take advantage of that.
Even though everything is so high tech, there are still doctors for some surgeries. People barely ever die but sometimes things just go wrong. At the age of 16, both of Frank's parents died after an earthquake. Normally, they could have survived thanks to the advanced methods in medical branch but with the sudden jump in the demand for doctors caused by the earthquake and with Frank's luck, his parents were assigned to the worst doctor in the whole Evergreen city, which happened to be the last ever city on planet Earth.
Because of the laws, which Frank has always hated, he was sent to the "best place" for him. Of course it happened to be the worst place Frank had ever seen in his life, not many people died in the end so there weren't many children. That was when he broke the laws for the first time in his life. He escaped the "best place" and opened a fresh page in his life, living as a runaway criminal. It wasn't as hard as it sounds though, anyone who understood from high tech and was smart enough could live like that.
Gerard is just another peasant but not your usual one. He has a "normal" family and a "normal" school but he just cannot bring himself to be "normal". He knows something is missing, he knows something is wrong in his life, he just can't quite put his finger on it until he accidentally runs into Frank at the worst time possible.
