At one point, he had been a master of espionage with the CIA, but he 'disappeared' after a job in Brazil. After that, he became a street racer, mechanic, bank robber, and con artist. Purposefully got caught after robbing a bank in Long Beach so his crew could get off. Was given the harsh sentence of lethal injection since the deaths of two security guards hung over his head. Mother was Elodie Toretto who remarried to a man named Jacob once her first husband died; after Jacob's death, she committed suicide on Carmen's eighteenth birthday. Has one younger sister—Isabelle; step-sister of Dominic and Mia Toretto. 5'9" with a slender but curvaceous figure. One of the best street racers you can find, along with being a mechanic. Ran with Dom's crew, but recently took the fall for her sister, Brian, and her crew. Her ride was an old school, maroon Dodge Challenger with a blower (she built from the ground up) that resembled the beast that is known as The Curse, the 1970 Dodge Charger that belonged to Dom. Younger sister of CJ; really close to her sister despite the age difference. Step-sister of Dominic and Mia Toretto. 5'8" with slim, athletic figure. Amazing street racer like her sister, and worked as a mechanic at Dom's shop. Ran with Dom's crew; got caught up in boosting cars to earn the extra cash—her sister was taking the fall for her. Has an obsession with foreign cars, they are her weakness; last seen driving a sleek, black Lamborghini Murciélago LP 670-4 SuperVeloce. Always loyal to the few she trusts, and was upset that her sister took the fall for her. She's hard-working and work-oriented. Although humble, modest, and mature, she's outspoken and brutally honest. Location is unknown at the moment.

Lived in New York until he was eighteen where he immediately moved to Virginia in hopes of being in the CIA, despite his age. Thanks to his outstanding skills and attributes, he was put into training to become a field agent. He became a legend for being an expert at espionage, and when he was twenty-six, he fell off the grid after a job in Brazil. He actually fell in love with his target, Elodie Gonzales. The pair married only a year later as Javier took up robbing banks and conning people. It wasn't too long before he discovered his love for cars; so he became a mechanic and a street racer. Daughters are Carmen and Isabelle—both were born in South America before the family moved to Los Angeles. After robbing a bank with his crew, he realized that his right hand man had screwed up on a crucial detail—where the cops would be at during the time frame of the robbery. Javier, a loyal man, told his team to go on, knowing that they could not all escape the LAPD. He was given the death sentence, and was executed on the morning of July 1st. Was 6'2" with muscular build; had a heavy accent.

The President wanted her "gone", and hired someone from America's government to spy on her and eventually take her out. Javier fell in love with her instead, and she bore his two children—Carmen and Isabelle. Became very depressed after Javier's execution, but didn't give up hope for love; she dated around a lot after his death, leaving her eldest daughter, Carmen, to raise her younger sister, Isabelle. Married Jacob Toretto two years prior to his death, and took her life after he was killed. 5'6" with thin, petite figure; could speak several languages.
