Chasing Sky Thieves

After deep thought, all nations of the world had decided to change their laws under a single banner. Nearly the whole city had accepted the change, though few have banned against it all. Collectivly known as the Sky Thieves, they have banned to destroy the very laws that bind them. But as their activity becomes known to the ever name-changing Police Force, it's getting harder for them to hide. But maybe, their are few who could actually succed in changing the world.
