My Forgotten World of Terror

When a strange breed is created underneath a town, the world creates a wall of protection that no one can get in or out of around that small town. The people inside those walls are terrified but are promised by the government that they will be freed as soon as the breed calms down or their numbers go down in order to keep them from escaping. But will that ever happen?
