Well technically this isn't a "vampire" story, it just uses the terms.
It's set in 2050 Tokyo, where the midst of the war is. Genetically mutated people (dubbed the "vampires" by the public because of their characteristics) are sent out to major cities' stations around the globe.
A bacteria had been released into the air currents when global warming finally set in, releasing a new breed, the NeoHumans (or "werewolves" by the public, because they're so imaginative). And so the fight begins.
