Jennifer Carter was raised by Division. She never met her parents, never even saw a photo of them. It doesn't really upset her, how are you supposed to miss something you never had? Jen has been on the run from Divison for a couple years now, ever since she found out they were planning on injecting her with the same stuff the injected into Kira. They figured it worked with one pusher, it would work for another, right? She never stays in one place for long, Toyko, Berlin, London, and now, Gotham City.
