Keep trying.
If you call a week after you apply, it shows your intrested.
I'm still looking.
Also try to see if any of your friends places are hiring. They could refer you to their boss.

Scarecrow Angel:
Make sure you are applying to places that are looking for people your age. To work in retail or for a small business, at least around here, you won't find a job until you are either a bit older or have some other jobs on your resume.

So for your first job, start looking in chain stores, supermarkets, fast food or other places who employ without skills or pre-qualifications. After that, the main thing is to present a smart resume, get a few character references from adults (not family members or friends) and make sure you are dressed sensibly when you hand them in.

Some basic things you should include in your resume, in order:

-Full name
-Date of birth
-Address
-Contact information

-A short statement summarising what kind of job you are looking for- ie, casual or full-time work, in what kind of workplace and which hours you are availabe.

-Details of your current education level
-Name of the school you attend
-Subjects you currently study
-List of any extracurricular activities you do there
-Any awards you've won

-List of your past schools and years attended

-List of any skills you have- ie, computer literacy, team skills, good phone manner.

-List of your personal qualities which would make you a desirable employee- ie, honest, hardworking, approachable.

-A list of your hobbies and interests, to prove you have a life, social skills, etc.

-And finally, the names of at least two adults (preferably teachers, as they've known you in a 'professional' capacity) for a character assessment and the contact details for those people.

Make sure it is correctly spelled and professionally presented (no pictures or decoration, just serious, clear and easy to read), and... voila!

If you've already got a proper resume and are still getting turned down, then maybe you should rework your CV, or try applying somewhere different? Hand your resume over in person, and dress to make an impression on your prospective employer.

Sometimes, it takes time, but you've just got to persist.

It usually helps calling after the application.
That's how I got my job. I filled out the application online and after I submitted it, I called.
I got an interview the next afternoon. Took a drug test. And three days later, I had my first day.
I'm now going onto a year working there.
Calling after an online one really helps. xD
