He probably was dating Eliza cuts but I think they broke up and now are just friends. or maybe they nevereven went out and were just friends.

I heard he broke up with his girlfriend before "The Black Parade". Also, that ring in "I Don't Love You" is apparently his grandmother's because Mikey couldn't wear it, since he has his wedding wing. He gave it to Gerard. So, I don't think he is.
