To make a picture larger without it being "pixely", purely depends on what type of camera the picture was taken with. Every camera takes a picture with different pixel quality, so it will probably be difficult to enlarge a picture without the pixels coming into focus.

Photpbucket.com well allow you to do that the smaller you make a photo the better the image quality gets, the bigger you make it the worse it gets
