They usually mean nice arse/tits respectively but know that won't be as appreciated.
Unless they're effeminate in which case they probably do mean nice shoes/earrings.

I had a couple guys say they liked my nail polish. 1, it was a great/intersting color 2, I got it to match my ring very well 3, none of those guys have any interest in me. I thought it was very nice of them to say something.

It's usually a guys way of saying they pay attention to the small things.
