Layout

My journals always are questions.

For months, I've been googling trying to find a new layout for my page. Finally, I was looking at something and came up with an idea for myself. On here I've looked and found basically nothing on how to make a step by step layout or a tutorial. Is there any place like this? Or maybe even a way to learn about CSS or HTML codes? I am almost one hundred percent technology deficient, and would like to branch out and make my own. I'd really appreciate just about any help I can get.
