School staff makes me sick

So i saw this kid walk in laughing b4 school talking bout some kid who got his ass kicked and was now crying. I looked around and saw the student i am tutoring walk in crying. I walked up to him and told him to tell me what happened and took him to the office. A kid had been bullying him on the bus and this kid today called him a fat ass and punched him repeatedly in the face and bent his new glasses. We talked to the vice principal and my student told him what happened. The Vp told him tht he should learn not to provoke fights. WHAT THE HELL?!?!? The kid got beat up for no reason and u r telling him not to provoke fights?!? What the fuck!? And schools wonder y ppm don't feel safe at school...

I hate our school staff.
