I REALLY NEED HELP WITH SOMETHING

Hello to all mibba people.
i was just wondering if there was a website that any of you would recomend to making icons. or a program that's free to download!
i really need your help i'm like dying to make my own icons
and i would really like to be able to make an icon that i can have different pics flashing and then some words in between them...
and maybe some glitter and special effects and stuff,
it doesn't all have to be in ONE program or something
but if there is a website or a place i can go to download a free program for my computer that would be awesome!!!!
if you could help that would be awesome and i would try my best to repay you some how.
