GASP.
The thing to do might seem really really simple...it's not.
Tell him you love him.
But instead of just saying, "I love you, bye!" tell him examples of why everyone needs him, why you love him, why he's hurting everyone else, and why he's so awesome.
And when you say "I love you", put a lot of true emotion into it.

you talked to your counselor? well contact the counselor at his school and let that person know, since that person will be much closer to your cousin he/she will have a greater chance of getting through to him.
and maybe keep throwing questions at him:
why do you want to kill yourself?
because this life is pointless
why?
maybe go on like that and show him reasons why life is worth living and counteract his reasons for wanting to do this.
