Haha, he doesn't actually flirt lol. He's so emotionless and expressionless. He just tries to make conversation which is very awkward. He doesn't laugh. He doesn't smile.

Well, I simply ignored him. He kept trying to make himself believed I was interested, and he tried too hard to flirt with me.
If he tries to flrt with you, just act like it's nothing. Like it's old-fashioned talking. He'll learn that you're not interested.
And if he asks you out, don't use an excuse, just say you don't want to.
You really should let him know you're definitey not interested. Or else, he'll keep bugging you. :)
