I'm a size 800xDD.... No...actually, I don't have anywhere near that... My friend has this problem, and no, it's not "if it was you" :P She has major back problems from it. Exercising your upper muscles and chest muscles, such as doing push ups or running, swimming, cardio can get rid of the extra weight. (in the chesticle area) :)
I'm kind of the same as Jinxeh says. I'm a size 2 with 36C's. Sounds small, but I'm like a freakin twig and it makes em stick out. You are not alone :)
I find that buying shirts made of stretchier material than cotton or wool helps me, on that front. I'm fairly skinny, but am...well-endowed in that area, so I know how hard it is to find a shirt that fits me well. But I find that after getting those kinds of shirts and wearing them around the house a couple of times, it stretches in the right places and eventually stays that way.
