Well are you able to protect your loved ones/friends like with a charm. (I'm sorry if this sounds like nonsense to you, I obviously don't practice witchcraft lol =])
I would also say that you could take his powers away as long as you know he hurt one of your friends. You will want to make sure that he for surely is going to do that. Besides, it will probably take awhile before he can actually perform his spells with correct accuracy and precision.

I don't know what to say. I do believe in Wicca, though I've never tried it myself.

He's probably just angry and hurt, if he cared about you then I highly doubt he would do anything drastic.
