Well, my mum never lets me stay at guy's houses. I'm 17, nothing has changed. Just give your mum and brother some time to get used to the idea and everything should settle down.
I've been with my boyfriend two months and hopefully, in another month or two or when it's the summer she'll let me stay over... Did I mention I'm freaking 17? >< Urgh.
