Depends on the context I guess. If like i saw sparks says, it's in third person, than no, unless in the dialogue, though if it's in first person and that's their thoughts it might work.

Also, if you're just typing a journal like this it should be fairly okay, as long as it's understandable, and grammar is still correct.

Just tell people that it's written in dialect, after that they should understand.

In my personal opinion, dialect is fine as long as it's used properly.

If you're writing from third person, I would only use dialect in the dialogue itself.

Well, I think when you're writing something that's more informative than creative, it's probably best to avoid words and phrases that are only used in certain areas.

In stories and other things, though, I think it's fine. Especially if the character is from that area.
