Very good idea.

hmm. i like everything but the rating as an author part. it doesn't really seem constructive or reliable. like, some people might do an average and rate you on how sucky your first stories are + how awesome your most recent ones are, or how much you've improved, etc. it's very elastic, and i don't generally approve of rating /people/. i'd much rather rate their performance, which differs with each work they put out XD i like rating per story because sometimes people have an off day, and it's much easier to compare how that certain fic can rank against the rest of your stuff as a whole. but i like the whole reading/commenting on a range of stories, just that numbers play a smaller part into it.

This is something quite new and I believe this is a wonderful idea, because it will help the author improve his/her writing skills. :)

oh, and the summaries thing is a good thing to note, 'cause i've noticed that quite a number of people have problems writing good summaries (myself included). xD
i suppose this could work out. after all, it's give and take. :]
