To post a comment on their profile, there's usually a comment button at the top of their page. Click "Comments" then it will take you to a page where all that person's comments are. On this page, a button will say "add comment" somewhere. Click that and there you go! :D
As for adding, it should be found at the top of the page as well. The button will simply say "Add to Friends". [:
