Yes I agree with you, but what can we do? I just use comment swap and advertise my stories in the forums... and I blog although I'm sure only like two people read that since I have gotten few comments on those to! But I comment on everything I read, I just lead by example! :)

If you want comments, you have to work for them. That means advertising your story on forums and blogs, proofreading to make sure there aren't typos or grammatical errors so that people feel that they are getting a product you put a lot of effort into, participating in comment swaps, etc.

In short--and I say this without having read your stories, so don't take this as my view on your writing, but just as a general statement--if people don't feel something is worth commenting on, they won't spend their time commenting on it. So just make sure your work is worth commenting on, rather than getting angry at everyone else over it. Because to be honest, a rant blaming and talking down to your readers is only going to deter people from wanting to comment.

And if you want to advertise yourself as a writer, you're going to want to make sure your blogs are devoid of grammatical and spelling errors, so that people will have a sample of you to say, "Okay, this person at least knows how to string words together in a comprehensible way."
