There's a Site News update on the issue, if you'd like to read it. Because the majority of the site cannot use the feature, barely any comments are being given out at the moment. Hopefully Dujo will fix it soon!

Yes, what ladyschrei said. A lot of users either can't use it or just don't. You can try comment swapping through the blogs. It seems to work well.

Comment Swap has actually been malfunctioning for a lot of users for a while now, I'm sorry to say you may be waiting a while for those comments :/
