I completely agree with this.
One of my neighbors actually cornered me to complain about "scantily clad" little girls in the grocery store, and how "provocative" they were.
It's not "provocative" it's childhood.
Little girls with flat chests can run around with their shirts off, it's fine.
My family's photo albums are so naked, and there are pictures of half dressed kids in swimming pools, and kids in baths, and naked kids high on too much sugar. It's innocent.
I do think it's a more or less uniquely American hangup, you just don't see that in other countries.
I actually watched a movie The Hunter which had a scene where a man was taking a bath, and a girl and her little brother run in and jump in with him.
I was like "Isn't that wrong?", but no, it wasn't, it was awkward maybe for the man, but totally innocent, and I liked that they didn't make a show of it.
