If you remember Jace did 'rape' Grey in the second chapter, but she doesn't see it that way. And Cole isn't the only one she has had sex with or else we'd have some jealous ass brothers, Grey doesn't pick favors but only on a few little things.
She grew up with them coddling her so much, the lines between right and wrong have been blurred for her since Jace raped her, she doesn't think what they do is wrong, so she lets them. But there's still some level headed-ness in her somehwere.
All of her brothers are different when it comes down to her, all with different needs (of course). Cole is the most abusive one becasue of his hot temper, next to Jace, Alec doesn't really like hurting her, you'll see that in the story.
She feels like he guilt's into doing things (even though she does it willingly other times)becasue once the incidents they have are over (after the sorry sex etc.) Cole forgives her. And Grey knows if she doesn't do it, Cole will hurt her (you'll see that too later) he has done before, I just haven't written about it yet.

And Cole gets out his frustrations after those incidents through rough sex with her. It's why she feels guilted because she feels like she casued this to happen, so she has to make him feel better doing you what. And this a long comment, but hope this cleared this up?{:
