Well, it all has to do with HTML and coding.
I don't make layouts personally, but I got that layout from Whitney at VengeanceAvenue.com
She has a bunch of layouts for you to use there.
Another person who makes awesome layouts is my best friend Madi. There's a link to her profile on my page. You should check it out too.
If you want to learn how to code layouts, I think some layout websites give tutorials. (:
