I'm gonna post this here too so you're more likely to see it.
You can have a picture of someone else as your profile picture.
That is not against the rules, whoever told you that was wrong.
You just have to put it in the part of your profile, and you can look it up on the forums on how to do it. I don't have time to show you right now.
If you will PM me later, and still need help I can tell you how to do it, I just have to leave for work right now.
