They aren't a couple.

Julia is sort of in love with the idea of being in love and the idea that she has changed Joe from this drug addict to possible boyfriend material, she does had a crush on him and always has.

Joe clings to Julia for support, he's always been a ladies man and has always had that female affection and knows Julia will give it to him. But at the same time he does care for her a lot. :)
