This poem sounds really stupid but I feel like writing a description just to clear it up.
The poem is actually a metaphor with pre-WWII tensions in Europe.
The title itself is a reference to Leni Reifenstahl's film about the 1936 Berlin Olympics, produced by Adolf Hitler.
He represents Hitler- clad in arms would mean he would be wearing a military uniform decorated in honors. The running into her represents the repeated violations of the Treaty of Versailles and his efforts in beginning a war. :D
