Since entering finishing school (high school), her friend's slowly started to grow into their power's some being early bloomer's while she stayed exactly the same. This caused much confusion considering her privileged family, making her the target of bullying and ostracizing her further. This probably wouldn't have been such a big problem if her power's didn't fluctuate so frequently. One day she is unable to levitate water, the next day she is making eternal winter in her classroom happen.
