I think I sort of like the idea of two tributes living instead of just the usual one in this quarter quell. It's not the most gruesome idea for a quarter quell, but it still puts a bit of a twist on things and allows for some leeway towards the end when the winners will be chosen. It'll make it more interesting since we won't know who Storm will end up winning with (since we know she wins because someone who's narrating a story can't be dead ) Great story so far and I can't wait tto see where you take things in the end!
Now that I think about it, your characters aren't quite original. Aspen is like Katniss, Gale is like her friend, the way that one kid volunteered for his "brother" that was twelve, how a lot of the parents dies in explosions, when that little kid was in the rain looking for food when the other kid tossed him a coin. Maybe you should try making more original characters, it bored me to see they are almost exactly the same as the other tributes from the real Hunger Games. Plus having So many characters makes it hard to remember them all so having all of their POVs makes it hardest for the reader to really feel emotional for the charcters, it makes our story all over the place.
It seems like you kind of modeled your characters after the original ones. Like Axel beig handy with a bow and the sly, intelligent Foxface is represented through the redhead from District 4.
