It means that you use something (either an eyeshadow brush or your finger) to go between the colors to make it look as if it's just fading from one color to another.

What does "blend" mean? Rub it in? Mix it with a eyeshadow brush? Whenever I try to "blend" it doesn't work.

It's worth warning people to be careful with red eye shadow because it can make your eyes look tired and swollen very easily if not applied right and because you used several kinds of eyeshadow personally I wouldn't recommend this method to people experimenting with stronger eye make up for the first time. A little advice about suitable brushes for different jobs would also be good.
Those are minor points though, I thought it was clearly written and pretty well explained.

And I disagree with the comment below, a good primer (Urban Decay's is excellent) won't reduce pigmentation and it's powder that soaks up oil not primer.

An eye primer isnt essential- its generally used when the eye lid is oily so any product would generally slide off after a while. If you dont have oily eye lids then you dont need to use a primer. A lot of primer products tend to also reduce the color pigmentaton of the eye product on your eyes soo if you dont need it- dont use it.

But nevertheless, a helpful tutorial =)
