This article was more meant for people who didn't know how to do this, and had a lower budget, but I do understand what you mean. I usually use very bright eyeshadow but if they aren't very pigmented it's what I do.

Personally I use UD primer and a good quality eye shadow and it gets the job done.
A good highly pigmented eye shadow like Urban Decay will pop, even on coloured skin.

This was just based on how I do it. Plus I've seen a lot of people do it this way, but it's easy to do it how it works for you.

Eh... The eyeliner is a bit excessive. You could just use a white eyelid primer and it would have the same effect....
