Well, it seems that he is saying that it is hard for him to trust people so he needs more time even though he really does love you, he just doesn't love you as much as you love him because you trust easier. Maybe he's been through a lot of rough relationships, as much as it shouldn't effect new relationships, I know for a fact that it does if someone has been through a lot in the past ones.
