Sounds like he likes you, but it could just be the way he is to everyone. But if it's toward you particularly, then he probably likes you and you should.... do whatever it is that you want.

Well, if ya like him, and he likes you, then maybe you guys should try dating. It seems like he cares about you, so why not give it a shot? =)
It's better to take the risks sometimes; knowing is better than not.
