Honestly, I almost never post a comment on stories that are just horrible in my opinion. When it looks like there is hardly any effort and just a bad storyline, I don't have the heart to tell the author, or the will to try to say it nicely.
But I do leave comments on most of the stories I read and leave criticism on stories that look like the author wants to improvement (even if the story wasn't the greatest). I personally think it's if the reader thinks that the author put a lot of time in publishing a story. Because if the author didn't take the time to make it quality, why should they take the time to comment?
But then, sometimes I don't comment stories I like; I just subscribe to them. I try to leave comments on ones I like, though.
